Commissioner Roger Goodell said Monday the NFL believes a federally drafted set of standards and regulations must be passed from the US Congress for program across all US states wishing to adopt gambling betting, this legislation must include four core principles:
* Allow athletics leaguesldquo;shield our articles and intellectual property from those who attempt to steal or misuse it. ”
* Guidelines must offer significant consumer protections.
* Be sure fans will have access to official, reliable league data.
* Make sure that law enforcement will have the resources, monitoring and enforcement resources necessary “to protect our fans and punish poor actors here at home and abroad. ”
The NFL wish list, in addition to paying little respect to states’ rights, does give an indication of the means by which the leagues’ strategy is shaping up, particularly in respect to demands already on the table for nations to pay “integrity fees” and needing to utilize the leagues’ data.
Goodell demonstrated the NFL was planning for the potential of legalised sports betting in states other than Nevada for a few months.
“(We) are ready to deal with such changes in a thoughtful and comprehensive way, including substantial education and compliance trainings for our clubs, players, employees and partners,” he said. “All these attempts include encouraging common sense laws which protects our players, coaches and fans and maintains public confidence in our matches. ”
Observers noted that the NFL statement could suggest that the leagues need national authority within the standards and regulations since in pursuit of the integrity fee it might be less complex to deal with Congress than every individual nation.
